CONCENTRATED INSPECTION CAMPAIGN ON EMERGENCY
SYSTEMS AND PROCEDURES
Malta has developed a strong shipping specific legal and regulatory platform that enabled the Maltese Shipping Flag to become an established reputable International Ship Register which is now one of the largest in the world. The Eight Cross Flag is one of the most recognizable in our seas and oceans ranking 1st in Europe and 6th worldwide in terms of registered tonnage.
Following the efforts of the Maltese Authorities shifting towards the creation of a framework aimed at enhancing the Super-Yacht Industry and ultimately to replicate the positive results obtained within the Shipping Merchant Fleet, the Directorate would like to draw the attention of all concerned to a port State control Concentrated Inspection Campaign (CIC) that will be launched jointly by the Paris MoU and the Tokyo MoU on Emergency Systems and Procedures.
The Campaign will be launched on the 1st of September 2019 till the end of 30th November 2019. The joint CIC is aimed to ensure that ships are capable of responding appropriately and promptly to emergency situations in order to preserve human lives, safeguard the marine environment and minimize damages to ships. It also intends to raise awareness of the importance of such emergency systems to all responsible stakeholders.
Port State Control Officers will issue a questionnaire comprising of 11 questions to assess that equipment provided onboard conforms with the relevant convention, the master and officers are qualified and familiar with operations relating to shipboard emergency systems and that equipment is properly maintained and functioning. It is the obligation and responsibility of all concerned to ensure that the Master and crew are well familiarized with such systems as emergency power sources, steering gears, fire pumps, etc. and that such equipment is in order at all times.
Should deficiencies be noted by Port State Control Officers, actions may vary from recording a deficiency to be rectified within a certain period of time to detaining the ship until the serious deficiency has been rectified. The cooperation of all parties concerned is hereby solicited.
